A useful way to read the sequel is to ask whose experience of the FBC a file assumes.

What does the Bureau do?
The FBC investigates events and objects that do not fit ordinary physical rules, then tries to contain and study them. That mission explains its case files, specialist staff and unusual language. It does not make every Bureau action automatically trustworthy or humane.
The first game showed the organization through Jesse's arrival at its headquarters. In Resonant, the emergency is outside the Oldest House, and Dylan's experience of being confined by the same agency changes how a player should read its orders.

Which FBC names should a new player know?
Jesse is the missing Director, Dylan was P6 in the Prime Candidate program, and Zoe is his field contact. Darling's research, Emily's scientific work, Arish's security experience and Langston's containment duties are distinct parts of the organization.
A field office in Manhattan is a new operational hub. It should not be mistaken for the Oldest House's Executive, Research or Containment sectors; older maps describe the earlier game.

A relationship map for the sequel
The Bureau is not a single character with one view of Dylan. The P6 program and Darling's research belong to the history of his confinement. Jesse became Director in CONTROL. Zoe is the field agent who works with him during Resonant's Manhattan emergency. Those roles make the agency both a source of harm in his past and an operational partner in the present.
Reading FBC pages in that order prevents an easy continuity mistake: the Oldest House was the central setting of the original game, while the Field Office connects the new game's city zones. A familiar logo or title alone does not tell you which period a file is describing.

When an objective says FBC, we first ask whether it comes from command, research, containment or field staff. We would not assume all four voices share one agenda.
