Her place in Dylan's story
Zoe works with Dylan as the Bureau responds to Manhattan's paranatural emergency. Unlike Dylan, she has direct experience of the outside crisis, making their conversations a way to understand what happened while he was confined.
Remedy says Zoe continues talking with Dylan during exploration, so we expect her to feel like a field contact rather than a name on a briefing screen. We have not seen anything that makes her a playable companion.

Pay attention to how Zoe describes an objective versus how Dylan reacts to it. Her FBC role and his history with the Bureau create a useful tension when interpreting orders or claims in field reports.
We can support her role as handler and field contact. We are leaving quest outcomes, upgrade rewards and her full story arc to the finished game instead of filling the gaps from preview footage.

Zoe belongs to the present-day side of this story. Dylan knows the Bureau through confinement inside the Oldest House; Zoe has lived through the Manhattan emergency outside it. Her handler role puts those perspectives in direct contact as the player moves through distinct city zones.
This makes her a useful orientation point rather than an assumed quest dispenser. When dialogue describes a new location, separate the immediate field objective from the Bureau's wider interpretation of the crisis.
